We commissioned Brightpurpose to evaluate a new Digital product which had been launched in the previous 18 months. They were amazingly helpful, taking us through a process of revisiting and updating our logic model and impacts framework which had been developed pre-launch. Then they worked with stakeholders and users to explore actual impacts against our modelling. The outputs are being used to help us evolve and improve our services and the process has been extremely valuable. Brightpurpose were extremely flexible and adaptable throughout and coped well with the changes which occurred during our time working with them.

The project brief

SDS is the national body for skills in Scotland, supporting people and businesses to develop the skills they need. In response to the growing challenge of in-work poverty, SDS developed a suite of digital resources for adults who want to improve their income and job security by developing skills for a changing economy.

They wanted to evaluate the impact of the resources, and understand how needs had changed following the Covid-19 pandemic, to help them decide how to develop the resources in future.

Our approach

We began by reviewing the resources and all the background to their development. We then facilitated a workshop with stakeholders from right across Skills Development Scotland, to review the original Theory of Change and what they had learned from three years of operational delivery.

We then assessed usability, impact and areas for improvement through surveys and interviews with:

• Registered users
• Information, advice and guidance professionals
• Partner organisations who support adults with job search and skills development

After analysing our findings we updated the Theory of Change and facilitated a second workshop with stakeholders to review and validate it.

Sharing our findings

The evaluation showed that the resources were both needed and valued. Our report made recommendations for developing the resources further and for promotion and usage models that would increase impact. SDS took these recommendations forward as part of upgrading to a new digital platform in 2023.
